Ingredients
  

For the meat filling:

  • 1 lb ground beef or lamb
  • 1 onion finely chopped
  • 2 garlic cloves minced
  • 1 cup frozen peas
  • 1 cup diced carrots
  • 2 tbsp tomato paste
  • 1 cup beef broth
  • 1 tbsp Worcestershire sauce
  • 2 tbsp all-purpose flour
  • Salt and pepper to taste

For the mashed potatoes:

  • 4 large potatoes peeled and chopped
  • 1/2 cup milk
  • 4 tbsp butter
  • Salt to taste
  • Black pepper to taste

Instructions
 

  • Preheat oven to 400°F.
  • Boil potatoes until tender.
  • Mash with milk, butter, salt, and pepper.
  • Sauté onion and garlic in skillet.
  • Add ground meat, cook until browned.
  • Stir in tomato paste and flour.
  • Pour in broth, Worcestershire sauce.
  • Add peas and carrots. Simmer 10 minutes.
  • Spread meat mixture in baking dish.
  • Top with mashed potatoes evenly.
  • Bake 20 minutes until golden brown.
  • Cool slightly before serving.
