Preheat oven to 350°F (175°C).
Line baking sheet with parchment paper.
Whisk flour, cocoa, baking powder, and salt.
Beat sugars and melted butter until smooth.
Add eggs and vanilla. Mix until creamy.
Slowly add dry mix to wet mix.
Stir in chocolate chips by hand.
Chill dough in fridge for 30 minutes.
Scoop dough into small balls.
Step 10: Roll each ball in powdered sugar.
Step 11: Place on baking sheet, 2 inches apart.
Step 12: Bake for 10 to 12 minutes.
Step 13: Let cool on pan for 5 minutes.
Step 14: Transfer to cooling rack to finish cooling.
